This report sets out to take stock of the current relations between Southern African Development Community (SADC) and its international co-operating partners (ICPs) – the foreign donor agencies providing support and assistance to the institution and its programme of action. It identifies obstacles and opportunities for making progress and discusses the current efforts to establish modalities and
mechanisms for a new partnership between SADC and donors.
